This is a bugged save. Despite there being plenty of barrels and wheelbarrows available, and the food stockpile having ample free space left, dwarves refuse to harvest crops for storage. They will only harvest single plants for immediate use.

In addition, the plump helmet farm here erroneously shows that I can plant any crop, despite it being underground.
