Embark on a completely flat tundra with no trees and maybe a few dozen surface shrubs last time I counted, Pre-Embark screen indicated that there would be hostility (but no outright wars atm) from all known enemy races and zero trade from all allied races. I wouldn't (and didn't) bother with a trade depot.
