I think the migrants won't move because as they spawned I tried out my draw bridge. This caused a pathing problem (my only meeting area was inside the fort at the time). I've save/reloaded and added a meeting area outside. I've also added/removed them from squads that I had set to train in the barracks. Nothing gets them to move.
