(38-39?) Healthcare still doesn't seem to be fully working, as even completely unoccupied Healthcare-only dwarves refuse to tend to their suffering fellows who are chained in jail. The fort has more than enough buckets to go around, there's an abundance of food, multiple water sources, and the cells are fully accessible.
