Problem: Cancellation spam was brought out because of burrow behavior. The unit had picked up an item to haul away to a refuse pile, but then realized it couldn't path outside of the burrow resulting in the unit just sitting frozen resulting in mass job cancellation spam.

Intended behavior: Unit holding item realizes it can't path outside burrow confinement, resulting in dropping said item, allowing another unit (preferably one that can actually path to said destination) to pick up the item on the ground to store it.
