The makeowned fort citizen Onust Ospleklema is rushing offmap to "Attend Meeting." It looks like the target of the meeting is a site government, presumably her former site before I brainwashed her with dfhack.

Interestingly, using Rumrusher's force-petition script stops this instantly and she resumes work without going offsite. I speculate that something about the petition process is a bit more thorough than makeown is about severing previous relationships, but it's not what I'd call informed speculation.
