0012649: Retired military dwarf won't equip clothing, gets bad thoughts

I have a dwarf who will not equip any clothing. His only worn items are three bits of thread used to sew up his wounds. He was in the military and would equip the armour he was assigned, but I retired him and took him out of the military. He's getting bad thoughts from being uncovered. He's got full access to the fort. There are plenty of new clothes he could grab but he just hangs out in the tavern or the temple or wanders about the fort. I noticed that sometimes he has 'No Job' but that will vacillate with 'Store Owned Item' very rapidly. It's on 'Store Owned Item' for less than half a second. His room has a cabinet with two pieces of clothing in it. He does share that room with his wife. I have tried putting him in a squad who are assigned only a (non-armour) shirt/top covering and trousers/bottom covering, but that didn't get him to equip.
