I also just ran into this "General Strike" bug that is currently causing the majority of my units to ignore tasks such as construction and hauling. I double and triple checked to see that all the labor and burrow settings allow my citizens to do anything in the first place, and yes, they should be doing it, and sometimes they do, like two metal smiths managed to build two Magma Forges, but most of the time they don't anymore (the smiths ignored the Magma Smelters then). No job cancellations, they got clear paths, no active burrows, no custom labors that mess with construction and stuff. Not sure what to do.

This seemed like it started to happen after a crash. I'm not sure if that is relevant though.

During this alternate time line, many of my citizens got into a bar fight. I've read that this bug sometimes happens after combat, so not sure if that's relevant either. Can't think of any other event that could be related.

I was advised to try to remove all the zones, but that didn't seem to help at all. Nor does forcing the custom work details on anyone. And restarting the game yields no results either, seems to be a permanent problem with the save file now.

Apparently, my dwarves decided to just let the kids do all the work. Only building basic furniture though.
