At this point half of the fortress is starving and dehydrated despite access to food and drink. The entire fortress is built around a central staircase and it doesn't go below the first cavern level so navigating shouldn't be that hard. The hollowed out hill on the surface contains all the food and booze, below that is turkeys, crafting levels, the new dining hall and temple, bedrooms, the cemetery, and staging area for exploring the cavern.

The save opens on one of the miners working on the turkey level. Despite food and drink being just one level above her, she refuses to take advantage of it.
