For Mantis issue report "Fey Strange Mood Failed to Produce XP Gains / Skill Improvement"; announcement of artifact completion occurs within seconds of un-pausing loaded save game. The artifact's creator seems not to have a related skill to the artifact produced (quern), or related to its workshop of origin (craftsdwarfs workshop), and of course there is the lack of a skill boost. As noted, the creator dwarf already had legendary miner status.
