After doing some more digging, I think I found the cause: Placing more tombs (And having too many in general?) I tried reloading and doing a bunch of stuff, and the issue only pops up when I expand the number of tombs I have. I place everything and it's fine, but as soon as I mark tombs, the game breaks and I become unable to dump stuff. Looks like the number of extra tombs that breaks it is around 17. This puts me above ~390 zones and above 220 tombs, which seems to consistently break it when I've tried three times now.
