There is an typo in \raw\objects\creature_domestic.txt in this archive - the listing for [CREATURE:DOG] has a [trAINABLE] tag instead of [TRAINABLE], the lack of leading caps invalidates the tag which makes them untrainable. Fixing the typo and restarting DF solves the problem.
